The ongoing conflict in Gaza has reached a devastating new phase as Israeli military operations have resulted in the deaths of dozens of Palestinians, including many who were seeking humanitarian aid at distribution points. Simultaneously, Israel has issued new expulsion orders, intensifying fears of forced displacement and deepening the humanitarian crisis in the Gaza Strip. This analysis draws on multiple credible sources, official statements, eyewitness accounts, and expert assessments to provide a comprehensive understanding of the current situation, its implications, and the broader context of the conflict.

Humanitarian Crisis and Deadly Attacks on Aid Seekers

Since late May 2025, the Gaza Humanitarian Foundation (GHF), a US-backed agency, has been operating aid distribution centers across the Gaza Strip to provide food and essential supplies to a population pushed to the brink of famine by a prolonged Israeli blockade and military campaign. However, these aid sites have tragically become scenes of repeated deadly violence.

Local health officials report that at least 274 Palestinians have been killed and over 2,000 injured near aid distribution points since the GHF commenced operations. On June 14 alone, Israeli artillery and aerial bombardments killed at least 79 Palestinians, many while attempting to access aid. Medical personnel at Al-Awda and Al-Aqsa Hospitals in central Gaza confirmed that 15 people died near the Netzarim Corridor distribution site, with many more wounded.

The Gaza civil defence agency reported at least 23 Palestinians killed near aid trucks and distribution points in locations including the Netzarim corridor, Rafah in the south, and the Sudanese area in northwest Gaza. Al-Awda Hospital received eight bodies and 125 wounded after drone strikes targeted crowds gathering for aid.

Eyewitnesses describe the aid distribution points as “execution sites” due to the frequency and lethality of the attacks. Tareq Abu Azzoum, reporting from Deir el-Balah, noted,

“Many Palestinians are beginning to perceive GHF distribution centers as execution sites, yet they feel compelled to risk their lives to obtain food.”

Israel’s Military Justifications and the Impact on Civilians

The Israeli military has acknowledged opening fire on aid seekers but contends that it only did so when individuals deviated from designated routes or posed security threats. The Israel Defense Forces (IDF) stated that warning shots were fired to disperse crowds near the Netzarim corridor and that a drone strike was used to neutralize an individual who approached troops in a threatening manner.

Despite these claims, the scale of civilian casualties and the targeting of vulnerable populations have drawn sharp criticism from international organizations. The United Nations has condemned the attacks and criticized the new aid distribution framework managed by the GHF as insufficient, hazardous, and contrary to humanitarian principles. Laer, spokesperson for the UN Coordinator for Humanitarian Affairs, stated,

“GHF has, from a humanitarian standpoint, been a failure. They are not fulfilling the role of a humanitarian operation, which is to provide assistance to individuals safely and securely.”

Hamas, which denies Israeli allegations of aid misappropriation, accused Israel of “weaponizing hunger” and turning aid centers into sites of mass civilian casualties. The Gaza Ministry of Health has reported that the Israeli military’s campaign has resulted in nearly 55,300 Palestinian deaths, predominantly civilians, devastating Gaza’s infrastructure and displacing millions.

New Expulsion Orders and Forced Displacement

Alongside the deadly attacks on aid seekers, Israel has issued new expulsion orders forcing Palestinians to relocate within Gaza. Israeli authorities have reportedly created three so-called “concentration zones” in the southern Strip and are compelling residents from northern and central Gaza to move into these areas. Residents expelled from border zones are prohibited from returning, effectively shrinking the territory available to Gaza’s population.

United Nations experts have warned that these policies amount to forced displacement or “transfer,” which violates international humanitarian law. The UN Independent International Commission of Inquiry on the Occupied Palestinian Territory has stated that Israel’s actions—including the destruction of infrastructure, use of starvation, and forced displacement—may constitute war crimes and crimes against humanity, including extermination.

Navi Pillay, Chair of the UN Commission, declared,

“We are seeing more and more indications that Israel is carrying out a concerted campaign to obliterate Palestinian life in Gaza. Israel’s targeting of the educational, cultural, and religious life of the Palestinian people will harm present and future generations, hindering their right to self-determination.”

The Broader Context: Blockade, Famine, and Conflict

The humanitarian catastrophe in Gaza is the product of a 15-week Israeli blockade combined with intense military operations. The blockade restricts the flow of food, medicine, fuel, and other essentials, pushing Gaza to the verge of famine. The military campaign, launched after Hamas’s October 2023 incursion into Israel, has devastated Gaza’s infrastructure and civilian population.

The GHF’s establishment as the primary aid distributor followed Israel’s decision to limit the UN’s role, a move that has been criticized internationally for undermining impartial humanitarian assistance. The new distribution system has failed to improve safety or access for civilians, with near-daily reports of shootings and bombardments near aid sites.

Eyewitness Accounts and Medical Reports

Medical personnel at Gaza hospitals provide harrowing testimony of the toll. Mohammad al-Mughayyir of Gaza’s civil defence agency reported, “Al-Awda hospital in central Gaza received eight bodies and 125 wounded after Israeli drone strikes targeted people gathering near an aid distribution centre.” Medical staff confirm that many victims are women, children, and elderly civilians seeking desperately needed food.

Ahmed al-Masri, a Gaza resident, described the scene:

“There were wounded, dead, and martyrs… It’s a trap.”

The desperation of Gaza’s population is palpable, with thousands still gathering near closed aid sites despite the risk of attack.

International Reactions and Calls for Accountability

International human rights organizations have condemned the attacks and called for accountability. Amnesty International emphasized that the failure to protect civilians and allow safe humanitarian access is costing lives and livelihoods. The UN and African Union have urged dialogue and peaceful resolution but concrete international interventions remain limited.

The international community faces a complex challenge balancing geopolitical considerations with urgent humanitarian needs. The situation demands sustained diplomatic pressure, humanitarian aid, and mechanisms to ensure protection for civilians.

The killing of aid seekers in Gaza and the issuance of new expulsion orders represent a severe escalation in the humanitarian and human rights crisis. The repeated attacks on vulnerable civilians seeking food, combined with forced displacement policies, raise serious legal and moral questions. International bodies warn that these actions may constitute war crimes and crimes against humanity.

As Gaza’s population faces starvation, displacement, and relentless violence, urgent international attention and action are imperative to protect lives, uphold humanitarian principles, and chart a path toward peace.
